The 13th NPC Standing Committee (NPCSC) concluded its fifteenth session on Saturday, December 28. It approved a batch of bills, most prominently a decision abolishing China’s decades-old extrajudicial detention system against prostitution. We will focus on this decision below, while briefly noting other bills it approved. Because the NPCSC (quite unusually) has yet to release the relevant legislative records, we had limited primary sources to rely upon when writing this post. We intend to update the discussion below when more sources become available.

NPCSC Session Watch: Civil Code, Securities Law, Yangtze River Protection, Taiwanese Investments & Export Control (Updated)
UPDATE (Dec. 17, 2019): It appears that a complete Civil Code has indeed been submitted for review at the NPCSC’s upcoming session. Here is an unofficial but authentic draft (PDF).
The Council of Chairpersons decided on Monday, December 16 to convene the 15th session of the 13th NPC Standing Committee (NPCSC) from December 23 to 28. The NPCSC will review at least 11 legislative bills at its upcoming six-day session. A quick rundown follows.

The Council of Chairpersons met last Friday and decided to convene the 10th session of the 13th NPC Standing Committee (NPCSC) from April 20 to 23. The Council also approved the NPCSC’s 2019 legislative and oversight plans, which we expect to be released after the session. Per the Council’s decision, the NPCSC this month will review eight legislative bills. Below we take a brief look at each.

The NPC Standing Committee (NPCSC) is now soliciting public opinions on the following three draft legislations. The comments period currently runs through June 14, but since the NPCSC has yet to officially announce this round of solicitation of public comments on the frontpage of its website, the deadline might be extended. We will announce any change to the comments period here and on Twitter.

We have summarized the draft revision to the Standardization Law here. Also, it now seems unlikely that the NPCSC will release the draft revision to the Securities Law for public comments. (But maybe the delay is purely for technical reasons as the bill contains more than 300 articles—who knows).

The 5th Session of the 12th National People’s Congress (NPC) held its first press conference earlier on Saturday. The spokeswoman for the Session, Fu Ying, who is also Chairwoman of the NPC Foreign Affairs Committee, answered a total of 15 questions from both Chinese and foreign journalists. While her answers on China’s 2017 national defense budget made headlines elsewhere, here we’ll focus instead on what she revealed about the top legislature’s tasks planned for 2017.

25th Session Watch Pt. 1: NPCSC to Consider E-Commerce Law and Several Reform Authorizations
The 12th NPCSC will convene for its next session, which will be the last one in 2016, from December 19 to 25, the Council of Chairmen decided on Monday. The Council also proposed a preliminary agenda for the 25th Session, which features six legislative bills, three authorizations of reforms, and several items pertaining to next year’s NPC plenary session and the upcoming 13th NPC. As usual, in the first part of this installment of Session Watch, we’ll take a look at the agenda of the upcoming session.
