Public Consultations: State Council Agencies

This page archives the draft laws released by State Council agencies for public comment since the start of the 14th NPC in March 2023, as well as any prior such draft law that had not been submitted to the NPC Standing Committee (NPCSC) by that time. Draft laws released by State Council agencies that were submitted during the 13th NPC’s term (2018–2023) are archived here.

The draft laws are listed reverse-chronologically below. A green circle (🟢) indicates that the draft has been submitted to the NPCSC, while a red circle (🔴) means it has been superseded by a newer version. A memo emoji (📝) indicates that the relevant file includes an explanation of the draft, and a “vs button” emoji (🆚) shows that the file includes a chart comparing the draft with the current law.

Unless otherwise indicated, each consultation period ran within the corresponding year. To submit comments, click on the corresponding agency abbreviation (if hyperlinked). A draft law’s drafting agency is given in parentheses if it differs from the agency that conducted the public consultation.
