UPDATE (July 31, 2025, at 08:56 EDT): The State Council on July 31 approved a draft Cultivated Land Protection and Quality Improvement Law [耕地保护法和质量提升法], which the session is likely to review as well.

The 14^th NPC Standing Committee will convene for its seventeenth session in late August. The Council of Chairpersons is expected to meet in mid-August to decide on the agenda and dates of the session.

According to the NPCSC’s 2025 legislative work plan, the draft Financial Stability Law [金融稳定法] will return for further review.

One or more of the following bills may also return for further review:

• draft Atomic Energy Law [原子能法];
• draft Public Health Emergency Response Law [突发公共卫生事件应对法];
• draft National Parks Law [国家公园法];
• draft revision to the Maritime Law [海商法];
• draft revision to the Arbitration Law [仲裁法];
• draft Law on Publicity and Education on the Rule of Law [法治宣传教育法];
• draft revision to the Fisheries Law [渔业法];
• draft revision to the Civil Aviation Law [民用航空法]; and
• draft amendment to the Food Safety Law [食品安全法].

Finally, the session may take up one or more of the bills scheduled for initial review this year under the NPCSC’s 2025 legislative work plan.

The revised Mineral Resources Law [矿产资源法] (adopted on Nov. 8, 2024) takes effect on July 1.

The NPC Standing Committee is seeking public comment on the following bills through July 25:

• draft Public Health Emergency Response Law [突发公共卫生事件应对法];
• draft revision to the Maritime Law [海商法];
• draft Law on Publicity and Education on the Rule of Law [法治宣传教育法];
• draft revision to the Fisheries Law [渔业法];
• draft revision to the Civil Aviation Law [民用航空法];
• draft amendment to the Villagers’ Committees Organic Law [村民委员会组织法];
• draft revision to the Urban Residents’ Committees Organic Law [城市居民委员会组织法];
• draft Social Assistance Law [社会救助法];
• draft Healthcare Security Law [医疗保障法]; and
• draft amendment to the Food Safety Law [食品安全法].

It will meet for its next regularly scheduled session in late August.

The Preschool Education Law [学前教育法] (adopted on Nov. 8, 2024) and the amendment to the Supervision Law [监察法] (adopted on Dec. 25, 2024) take effect on June 1.

The NPC Standing Committee (NPCSC) is seeking public comment on a draft Ecological and Environmental Code [生态环境法典] through June 13.

The 14^th NPCSC will convene for its sixteenth session in late June. The Council of Chairpersons is expected to meet in mid-June to decide on the agenda and dates of the session.

According to the NPCSC’s 2025 legislative work plan, the following bills will return for further review:

• draft revision to the Public Security Administration Punishments Law [治安管理处罚法];
• draft revision to the Anti–Unfair Competition Law [反不正当竞争法];
• draft Public Health Emergency Response Law [突发公共卫生事件应对法];
• draft National Parks Law [国家公园法];
• draft revision to the Maritime Law [海商法];
• draft Law on Publicity and Education on the Rule of Law [法治宣传教育法]; and
• draft revision to the Fisheries Law [渔业法].

The draft Atomic Energy Law [原子能法] and draft revision to the Arbitration Law [仲裁法] may also return for further review.

In addition, the session is expected to review the newly submitted Healthcare Security Law [医疗保障法] and amendment to the Food Safety Law [食品安全法], and may also take up one or more of the other bills scheduled for an initial review this year by the NPCSC’s 2025 legislative work plan.

The Rural Collective Economic Organizations Law [农村集体经济组织法] (adopted on June 28, 2024) and the decision of the NPC Standing Committee (NPCSC) authorizing the State Council to temporarily modify a provision of the Seed Law [种子法] in the Xinjiang Pilot Free Trade Zone (adopted on Apr. 30, 2025) take effect on May 1.

The Private Economy Promotion Law [民营经济促进法] (adopted on April 30, 2025) takes effect on May 20.

The NPCSC is seeking public comment on the following bills through May 29:

• draft Atomic Energy Law [原子能法];
• draft revision to the Arbitration Law [仲裁法];
• draft Law on National Development Plans [国家发展规划法]; and
• draft revision to the Prisons Law [监狱法].

It is also seeking public comment on a draft Ecological and Environmental Code [生态环境法典] through June 13, 2025.

The NPCSC is expected to release its 2025 work priorities as well as 2025 plans for legislative, oversight, and delegates-related work sometime this month.

It will convene for its next regularly scheduled session in late June.

The 14^th NPC Standing Committee (NPCSC) will convene for its 15^th session in late April. The Council of Chairpersons is expected to meet in mid-April to decide on the agenda and the dates of the session.

The Council will also approve the NPCSC’s 2025 work priorities as well as plans for legislative, oversight, and delegates-related work. These documents will be released after the upcoming NPCSC session (likely in early May).

The session is likely to review one or more of the following bills:

• draft Law on National Development Plans [国家发展规划法];
• draft Financial Stability Law [金融稳定法];
• draft revision to the Public Security Administration Punishments Law [治安管理处罚法];
• draft revision to the Law on Preventing and Controlling Infectious Diseases [传染病防治法];
• draft National Parks Law [国家公园法];
• draft Private Economy Promotion Law[民营经济促进法];
• draft Atomic Energy Law [原子能法];
• draft Public Health Emergency Response Law [突发公共卫生事件应对法];

The 14^th NPC Standing Committee (NPCSC) will convene for its 14^th session in late February. The Council of Chairpersons is expected to meet in mid-February to decide on the agenda and the dates of the session.

The NPCSC will primarily make preparations for the 2025 NPC session at its upcoming meeting, but may still review one or two legislative bills. Possible candidates include:

• draft revision to the Civil Aviation Law [民用航空法];
• draft Financial Stability Law [金融稳定法];
• draft revision to the Public Security Administration Punishments Law [治安管理处罚法];
• draft revision to the Law on Preventing and Controlling Infectious Diseases [传染病防治法];
• draft National Parks Law [国家公园法];
• draft Atomic Energy Law [原子能法]; and
• draft Public Health Emergency Response Law [突发公共卫生事件应对法].

The following laws take effect on January 1:

• Degrees Law [学位法] (adopted on Apr. 26, 2024);
• revised Border Health and Quarantine Law [国境卫生检疫法] (adopted on June 28, 2024);
• Decision on Gradually Raising the Statutory Retirement Ages [关于实施渐进式延迟法定退休年龄的决定] (adopted on Sept. 13, 2024);
• Energy Law [能源法] (adopted on Nov. 8, 2024); and
• revised Anti–Money Laundering Law [反洗钱法] (adopted on Nov. 8, 2024).

The NPC Standing Committee (NPCSC) is seeking public comment on the following bills through January 23:

• draft amendment to the Law on the Delegates to the National People’s Congress and Local People’s Congresses [全国人民代表大会和地方各级人民代表大会代表法];
• draft National Parks Law [国家公园法];
• draft Law on Publicity and Education on the Rule of Law [法治宣传教育法];
• draft Private Economy Promotion Law [民营经济促进法];
• draft revision to the Anti–Unfair Competition Law [反不正当竞争法];
• draft revision to the Fisheries Law [渔业法]; and
• draft Hazardous Chemicals Safety Law [危险化学品安全法].

The NPCSC’s April 29, 2020 decision (zh | en) authorizing the State Council to temporarily modify certain regulatory requirements of the Land Management Law [土地管理法], Seed Law [种子法], and Maritime Law [海商法] within the Hainan Free Trade Zone expires on January 1.

The NPCSC will convene for its next regularly scheduled session in late February.

The Tariff Law [关税法] (adopted on Apr. 26, 2024) takes effect on December 1.

The NPC Standing Committee (NPCSC) is seeking public comment on the following bills through December 7:

• draft amendment to the Law on the Delegates to the National People’s Congress and Local People’s Congresses (Delegates Law) [全国人民代表大会和地方各级人民代表大会代表法];
• draft revision to the Arbitration Law [仲裁法];
• draft revision to the Maritime Law [海商法]; and
• draft revision to the Science and Technology Popularization Law [科学技术普及法].

The 14^th NPCSC is expected to convene for its 13^th session in late December. The Council of Chairpersons is expected to meet in mid-December to decide on the agenda and the dates of the session.

The session will review the draft Value-Added Tax Law [增值税法], according to the NPCSC’s 2024 legislative work plan, and is expected to review the following bills:

• draft amendment to the Delegates Law;
• draft Hazardous Chemicals Safety Law [危险化学品安全法];
• draft revision to the Anti-Unfair Competition Law [反不正当竞争法]; and
• draft revision to the Fisheries Law [渔业法].

The session may also review one or more of the other bills scheduled for an initial review in 2024.

Further, the session may conduct further review of one or more of the following bills:

• draft Financial Stability Law [金融稳定法];
• draft revision to the Public Security Administration Punishments Law [治安管理处罚法];
• draft revision to the Law on Preventing and Controlling Infectious Diseases [传染病防治法]; and
• draft Atomic Energy Law [原子能法].

The NPCSC’s April 29, 2020 decision (zh | en) authorizing the State Council to temporarily modify certain regulatory requirements in three laws¹ within the Hainan Free Trade Zone will expire on January 1, 2025. The NPCSC may renew or codify (in whole or in part) the pilot reforms at the upcoming session.

Finally, the NPCSC will hear several oversight reports at its upcoming session, including its Legislative Affairs Commission’s annual report on “recording and review” [备案审查]. Consistent with the 2024 Third Plenum Decision, the NPCSC may also hear a report on the enforcement of the Constitution.

The 14^th NPC Standing Committee (NPCSC) will convene for its 12^th session from November 4 to 8. It will review the following bills:

• draft revision to the Cultural Relics Protection Law [文物保护法];
• draft revision to the Mineral Resources Law [矿产资源法];
• draft Energy Law [能源法];
• draft revision to the Anti–Money Laundering Law [反洗钱法];
• draft amendment to the Law on Oversight by the Standing Committees of People’s Congresses [各级人民代表大会常务委员会监督法];
• draft amendment to the Law on the Delegates to the National People’s Congress and Local People’s Congresses [全国人民代表大会和地方各级人民代表大会代表法];
• draft revision to the Arbitration Law [仲裁法];
• draft revision to the Maritime Law [海商法];
• draft revision to the Science and Technology Popularization Law [科学技术普及法]; and
• draft decision to extend the pilot program (zh | en) to suspend two provisions of the Metrology Law [计量法] in six cities.

Reuters has reported that the NPCSC will also consider and approve a fiscal stimulus package at the upcoming session.
