On Monday, the 2019 NPC session released its agenda, daily schedule of meetings, and a tentative schedule of press conferences (Excel). The Session will open on the morning of Tuesday, March 5 and close on the morning of Friday, March 15, lasting a total of 10½ days. All times below are in Beijing Time (UTC +8:00).
The agenda contains the following eight items:
- Deliberate the Government Work Report;
- Review the report on the execution of the 2018 National Economic and Social Development Plan and on the draft 2019 National Economic and Social Development Plan (together “Development Plans”);
- Review the report on the execution of the 2018 Central and Local Budgets and on the draft 2019 Central and Local Budgets (together “Budgets”);
- Deliberate the draft Foreign Investment Law [外商投资法].
- Deliberate the work report of the NPC Standing Committee (NPCSC);
- Deliberate the work report of the Supreme People’s Court (SPC);
- Deliberate the work report of the Supreme People’s Procuratorate (SPP);
- Confirm the NPCSC’s acceptance of Zhang Rongshun’s resignation as an NPCSC member.
The Session will hold the following four plenary meetings:
- March 5 (a.m.): hear the Government Work Report; review the report on Development Plans; and review the report on Budgets;
- March 8 (p.m.): hear the NPCSC’s work report and an explanation of the draft Foreign Investment Law.
- March 12 (a.m.): hear the SPC’s work report and the SPP’s work report.
- March 15 (a.m.): vote on all resolutions and the draft Foreign Investment Law.
A more detailed description of the Session’s daily schedule follows. Morning meetings runs from 9 a.m. to 11:30 a.m., and afternoon meetings from 3 p.m. to 5:30 p.m. We will update this schedule with links to the press conferences throughout the Session; (with two exceptions) only the institutional affiliations of the officials in attendance are indicated.
