- This page is based on the 13th NPC Standing Committee’s five-year legislative plan (“Five-Year Plan”) and its special public health legislative plan (“Special Plan”).
- Three types of legislative projects are listed in the tables below:
- all numbered projects in the two Plans (i.e., Categories I and II projects in the Five-Year Plan, and Category I projects in the Special Plan);
- any Category III project in the Five-Year Plan that has been submitted for review; and
- any other important bill approved by the 13th NPC or its Standing Committee, including all bills passed after two or more reviews (“unlisted projects”).
- All legislative projects are organized into two groups: “new laws” and “amendments & revisions.” Within each group, Category I, Category II, Category III, and unlisted projects form separate subgroups. Category I projects in the two Plans are not listed separately, but are given separate notations.
- Within each subgroup, completed projects (🟢) are listed first, followed by projects pending by end of the term (🟠) and then projects that were not submitted for deliberation during the term. Projects on which the State Council has solicited public comments are each marked with a blue circle (🔵).
- We have created a bill page for each completed and pending project. On the bill pages, votes are listed in the order of yea – abstention – nay.
